Question about my Chamomile Plant

I recently planted some chamomile seeds about 2 weeks ago and all was well once I figured out what spot it liked best. I am keeping it indoors fyi. It is getting the correct amount of sun and the correct amount of water. Everything was going lovely until I woke up this morning and saw the little seedlings had fallen over I am very confused as to what I am doing wrong! Any response is appreciated!

Need pictures of the base of the seedlings but it sounds like a case of damping off.
