White spots on Majesty Palm

Does this look normal? I'm totally new to this. It's a majesty palm. I'm wondering if this is spider mites. Please help!

If it wipes off, it might be Powdery Mildew. Either way, Neem Oil is a good start.

If it doesn't wipe off, it's probably NORMAL coloration.
