White powder like layer on my lemon plant stem.. need help

As you see from image ... there IA a white powder kind of layer on the stem of my lemon pant stem.
What is it... and how to get rid of it ? Any pesticides?

Looks like powdery mildew. High humidity and lack of air circulation can cause it. Spraying with neem oil can help. Also copper sulfate sprays work.
