Mango leaves has white spots/spores

Hello,

I live in Miami FLA and have a young mango tree with spots/spores on the leaves. If you brush it off the leaf in brown underneath. Can you help me to identify and treat this problem? Thank you!

When you crush the white spots between your fingers does it leave a damp residue on your fingers, or, is it a dry powder. If it is a damp residue the white things are either immature insects or insect eggs and if a dry powder it is a fungus. If a fungus spray the entire tree with a copper based fungicide. If insects or eggs spray with Neem Oil.
