Mango Tree shoot got bubbles

Hi

This is from kerala. South part of India.
I got a Moovandan Mango tree which is a local Mango variety and its usually less prone to diseases.

I had just transplanted the tree from a pot and the latest shoot has some bubble and the leaves look diseased. Could you help me figure out the issue with it?

I have uploaded some photos of it and also a pic before the shoot had start to grow.
