This is a fungal leaf spot disease of some kind. I cannot judge the severity of the infection from a couple leaves, but if these spots are only affecting older leaves, just remove afflicted and dropped leaves and dispose of them far away from the plant. Also apply a fresh bark mulch beneath your Garden Phlox (Phlox paniculata) and avoid overhead irrigation, when possible. If the whole plant is more severely afflicted, do as above and also apply neem Oil.
