White sandy residue on pimento/pepper leaves

I have seen small white/beige granular “dirt” on all the leaves of my pepper and pimento plant leaves. These are planted on a garden bed using planting soil. Wondering if I need to treat it since the leaves do not look healthy. They look dehydrated in spite that water is not lacking. I am in West Texas with a dry and hot weather.

I don't know what the big picture is, or is of. Looking at the smaller attachment I wondered 'Leaf miners?', but I wouldn't be sure.

It's not very clear when I zoom in but it looks like whiteflies on the leaves.

A close up of the underside of the leaf. It looks like whiteflies and they are usually on the underside of a leaf. Mealy bugs are more round then long and these seem to have wings like whiteflies. Mealy bugs don't have wings.
