Whats this white stuff in my pot?

Hi I bought this garden box 2 years ago. I just took the old dirt out because I'm going to put new plants in it. But there's this white stuff on the inside. Is it safe to put my plants in here? Last year I grew banana peppers in here and some had large black spots on them.

To make sure it is safe wash it out with a bleach solution but be sure to rinse it out well.

Although I cannot see the entire blackened area I think that is caused by an insect causing the area to rot. It is not a fungal problem I don't think.
