Whats happening to my rose standard?

The leaves on my rose standard get shredded and white spots every year. I can’t find bugs eating it, and other rose bushes in the area look fine. What’s going on?

Thrips insects. Once infested spray with spinosad. Spray early in spring with garlic spray to repel them.
