What Is Wrong With My Rose

we bought this rose (waltz time) about 6 months before, its never flowered and most of the leaves turn purple on the edge curl up and then become black eventually die back. What's wrong with it?

The wife says it is a phosphorus deficiency. Said to try either epsom salts or a high middle number fertilizer
