What's wrong with my joseph's coat?

Followed the directions to pour in 1/4 cup of water a week but it doesn't look so hot anymore. Any help? Have had it about a month or two. Leaves used to stick up but they're sort of laying flat now.

1/4 cup a water a week???????? That isn't enough water for anything except a cactus. Give it a good saturation and keep the soil slightly moist.
