This is on a waxleaf privet. I don't know if it's bacteria or fungus or just what, and I definitely don't know what to do about it. Any Ideas?

Way back when I had the misfortune to live in a city (Houston) I had this exact same thing. It is a bacterial leaf spot called, something like sircuspora or cercusporum or something like that. Its been quite awhile and I am prone to Senior Moments. Anyway it was a rent house and privets aren't edible so I let the landlord take care of it. She had some sort of professionals come out but the plants were never quite the same again.
