If I were you I'd monitor the soil moisture and fertilizer very closely. Peach trees here in north Texas are aggressive and vigorous growers and I've never seen one with a condition like in the pictures. A peach tree thats happy with its soil,moisture and fertilizer should put on 3/4 feet of new growth every season and shrug off any disease that might try to attack it. Maybe its unhappy with the cooler damper conditions in NY.
