Creating a garden out of a cat litter box...

This has been a sore spot since I bought this house 13 years ago. Cats used it as their litter box.
I'm making it into a dry garden. It's based on Lavender. Got three lavender plants in pots right now waiting for me to get this ground worked.
I've dug out a bunch of the soil. You won't think so from the picture. It was higher. I've applied lime. Been pouring a bunch of water on it for days. Today I checked the pH....it's 6.5. Just right for the Lavender. I'm going to put a bunch of old (10 years old) manure of different kinds. Soils in bags that are old. Sand and Perlite. The ground could drain better. It's not bad though. Will drain.
Between it and the grass. I'm going to put in a strip of Creeping Thyme and clover seeds.
Got a bunch of seeds to try in the garden....Lemon Balm. Which is another to keep Cats out along with the Lavender. Coneflowers, Sedums, Moss Rose, Sempervivum (Hens and Chicks), Black Eyed Susan, Blanket Flower. Going to get these seeds going before planting the Lavender. Need to water them at first.
Got a few rocks about football size I'm going to move and place here and there.
Any Criticisms? Thoughts? Ideas?

Considering digging three holes for the lavender. Put a higher concentration of sand and perlite there.
I don't intend to put in any physical border. I could. Just don't want to. Using the Creeping Thyme/Clover as the border. Let it spread into the lawn as much as it wants.
That little piece to the left bottom in the picture. That's where a heavy rain washed the cat waste into the yard. Killed the grass.

Let's hope it works out, cats are very determined animals.
I haven't seen any sign of them in there lately. I rationalize the main one is gone. Moved? or run over? Or something?
That still doesn't stop others from finding it from the smell. Don't want anymore.
My neighbor said they stayed away from his Lavender. As usual, he loved his lavender to death. Gave it good soil and watered it too much.
