Inundated garden

Right now, our extended garden is inundate by floodwaters for 5 days now due to the continual rains. Is a raised bed a good rermedy for this low-lying garden? We had made some raised bed that are planted with cassava crops and it looks like they are surviving. However, in another raised bed, the Chinese lettuce had deteriorated - not sure if due to the flood or because of the excessive rains. We cannot raise the entire surface of the garden because soil is expensive so we are resorting to raised beds.. which is really hard work.

Do you have any suggestion?

Photos would help us understand the hydrology of the site better. Of course, raised beds could help with drainage, but only idf they are high enough to be above your flood waters, ...and of course with five days of continual rain even soil that drains well will still be close to saturated.
