I had planted several tulip bulbs for a yard customer. For two years they flowered very well. However, at the beginning of the third Spring, we found so many tulip plants had been chewed to the base. I spent two Autumns planting daffodil bulbs that would flower in April and May.

You could try Cayenne pepper. Seems to work on most critters but you will have to reapply occasionally. If they are eating your tulips they are going to start eating other things too. If you are really serious you could also try a propane cannon, but it will scare off birds too.
