I don't think that is spider mite damage nor insect damage at all. I think it is a fungus of some sort. One way to find out is to get a magnifying glass and check the bottom of the newer leaves. Mites and thrips are very small but if you see any just spray with Neem or spinosad. If you can't find any mites or thrips spray with a copper fungicide.The only thing I can say is it was like this last year.
Is this just damage or should I treat it for spider mites.
