It looks to me like your plant has a fairly severe scale insect problem. Spray with Neem Oil every 6 days for 3 weeks.

How often, if at all, do you fertilize? It seems like maybe a pest problem as well. Take about a teaspoon of soap mix it in a spray bottle with water and spray plants a couple times daily for a week or so and monitor the plant. Seems like the plant needs to be watered as well so make sure its getting plenty water
