Looks like sage (salvia) to me, rub the leaves with your fingers to see if there is a fragrance

A agree with Beverly, Salvia - commonly known as Sage. Oh and not a weed a very nice plant.

Trying to save it I pulled it out from the side of a black cloth tarp on the side of the sidewalk

Good luck, @Noah they are lovely plants/herbs to have in a garden and they are not too fussy so i think it is saveable.
