Sick cactus?

I've just discovered that my indoor cactus plant has a disease. Or atleast I think so. Can anyone offer some advice? (Picture below)

I don't think it is a disease. It looks like scale insects to me.

I was giving it water every 2 weeks, is that not too much? Maybe its rotten? I'm new when it comes to taking care for plants, so I have no idea :/ Atleast I dont think it looks like insects.

Every 2 weeks is way too much water. Maybe every 2 months. Google scale insects on cactus pictures. It looks like Cochoneal but I don't think you have them in Belgium. Anyway, read up on hard or armored scale. I can almost guarantee you that's what it is.
