Seedling growth rates

Hello All, Planted my tomato and pepper seeds on April 4. Espoma potting mix, peat pots, indoors with heat mats and grow lights. The tomatoes and Jalapenos sprouted within a week. Immediately grew to about 1.5". It's been almost 2 weeks now and they're still the exact same size with no secondary leaves. Is this normal?

With your chillies, they can be restricted by the size of pot, but that wouldn't explain your tomatoes.
I suspect lack of nitrogen.
