I always check them before the light cycle begins, and that is when I water as well. I did a lot of research and it said to start them in peat moss/pearlite mix until you plant them. The problem with moving them to bigger pots is, I won't have enough room under my light anymore.
I have been growing vegetables from seeds for nearly 60 years and I have tried peatmoss in all of its different forms and the best way to start seeds is in a mixture of compost and potting soil. A little peat mixed in is OK. The second best is just potting soil. Perlite is mainly used as a filler and a medium to growing cuttings. Like I said before if the weather is nice put them outside and move them in at night.
