Wondering if the second pic. of my Meyers lemon shows the graft? If so are the branches and fruit below it suckers?

From what the picture shows it "appears" that the graft is well above the soil level. But, the pic does not show the root flare. IMO what appears to be the graft is not the graft. This is just my opinion, I could well be wrong. It is too even, too perfect to be a graft. In any case the tree is planted too deep. The root flare MUST be exposed or the tree will die way to soon. That and the container is waaaay to small.
