Help identify Pests on my lemon tree.

My lemon tree has been dropping leaves recently and i noticed it has small Brown cocoons that have been folded into them and sealed with silk.

What ever they are, they have also eaten the leaves but they're not there now.

Apologies for the poor photo, it's the best I could get.

What you describe sounds like a leaf roller. Google leaf roller on citrus and see if it isn't the same.
