Indoor Citrus Questions

I have a fruit producing Calamondin Orange tree. I have a 2700K 200W CFL and 6500K 200W CFL on it about 3-5 inches away form the top. Is this enough to help it through the winter? How long would you run the lights. If you don't think this is helpful, what would be? I do not want heat producing lighting. Thanks! I feed it Miracid every 2 weeks. I use a water pan beneath it to allow water evaporation to increase humidity around the plant. I treat preventatively with neem oil, as well.
