The garlic bulbils, saved seed, is growing well. They will produce one large clove at harvest time in July. It appear all that were planted germinated.

Bulbils are not seed, but tiny bulbs.
They are more akin to sets than to seed and that is why you are so likely to get such a good response, although saved onion seed is usually pretty good too.
The reason they form bulbous cloves rather than segmented ones, is likely to be lack of vernalisation.
