Hello! I work in a garden in Oakland, CA and for the past 2 years, we've dealt with abnormally flat veggies. Our endive doesn't gain any height and the same is true for other lettuces throughout the garden. Most recently, we noticed our carrot tops are growing out instead of up. The problem has appeared in multiple of our raised beds and is the worst during the winter.
Does anyone know what might cause this? I've been researching different nutrient deficiencies, but I haven't heard of anyone else who has flat veggies.
I've included images of the flat endive in question.
Any help or ideas would be appreciated!
