Re. Bare-rooted sedum - plant directly, or first in flats?

Will be receiving some bare-rooted creeping red sedum.

Here, in zone 10a, it will be warming up soon,and a good majority of the sedum will be planted with some shade cover throughout the day.

The area to be planted has fairly good soil quality, with sufficient drainage with good water retention.

Does it make more sense to:
Plant directly and water, or establish first in flats and then plant out?

If planting in flats first, what soil starting mix is recommended?
