Dwarf conifer.?

I have this conifer in my garden..

can anyone identify it and tell me how and when to prune it? So it’s loose and layered.

Any help would be appreciated. Pics below:

That is a Juniper. It's a lovely plant to create ground cover, and can look amazing as a backdrop for the green and gold coloured conical varieties. If I remember correctly that variety is ''squamata'' I wouldn't prune it at all - it looks better if you let it grow naturally in my opinion - again, like your honeysuckle (lonicera) only cut it if it is in the way.
