I’ve had this planned for 3 or 4 months now and I have not seem to get the care of this plant properly. I’ve moved it around my house now it sits here by a north facing window after previously being outside. I know that the fronds on this plant should be more perky and stiff but as you can see they are droopy and limp. I think I was watering too much so I’ve stopped watering and I am just allowing the soil to dry out. But poor thing it looks terrible please help.

Greetings, welcome to the Forums.

Yes, letting the soil partly dry before watering and making certain the plant has good drainage will be important to its recovery.
Also give your Dracaena reflexa ssp. angustifolia (syn: Dracaena marginata) partial sun or bright indirect light and fertilize occasionally. Summering house plants outdoors is often beneficial when possible, though not usually essential.
