Just a weird genetic anomaly. Possibly an injury to the bud in very early development.

If it is a genetic anomaly, would seeds harvested from it show this same tendency if planted??... Also, if other sunflowers are nearby, will cross pollination cause this anomaly to show up in their genetics too??

Probably not. It’s more a freak thing that doesn’t usually come through in the next generation.
