Welcome to the forum @Craigavonb :) I think it`s pot luck really. The last time I saw the council`s compost it seemed to be full of all sorts of rubbish - like bits of plastic and such. You can get a decent bulk bag of loam from TP - add some slow release fertiliser (osmocote is best) and you have a pretty good start for growing anything.

I'm also a big fan of building my own soil, but yes bringing in soil is the fastest way.

I just covered my raised beds with a good 300 mm of fall leafs and chopped up jack-o-lantern pumpkins which will break down over the winter.
