I have several large Camellia bushes (about 4 to 5 inches in diameter and about 5 feet tall) that died during a recent freeze in
February. The temps were below zero for a couple of days. I waited until now to see if there were any signs of life before I dug them up. I saw a couple of them had some shoots coming directly from the roots. If I cut down the bush and leave the root in the ground, will the shoots survive? The huge dead shrubs look terrible, but I would love to try to keep the little shoots alive. Any advice?? I also am experiencing the same thing with a gardenia shrub.

I reckon that wherever you see signs of new shoots you have a living plant. I would take off all the damaged tops and let them grow again.
I`m sure they will grow again

Be patient. Let it try, You have a large root and it will push a large energy upward. It may do more than you expect.
