Black bugs on English ivy?

Hi,

I see these black bugs that don't move on my ivy and was wondering what they are.The plant was previously outdoor. After moving it indoors, I washed these off the plant. However, they reappeared within a week and congregate at the end of the vines.

Without an excellent close-up photo it is impossible to be 100% sure but they appear to be Black Bean Aphids or some other dark colored aphid.

Ivy does act as a host for Aphids, which come in a variety of colours, not just green.
Either wipe them off or spray with a strong jet of water to wash them off, or use insecticide if you use it.

Yes, aphids. Be persistent and thorough with your removal efforts. After eliminating all that you can find, follow with an application of insecticidal soap.

I usually remove them with a small household paint brush and water with a drop of washing up liquid
