Black bugs on rose buds

Can someone identify these?? Any suggestions of how to get rid of these will be highly appreciated! These things are eating all my roses buds!

Will these do?
Better but still not positive. They look a lot like pollen beetles but pollen beetles don't harm anything. That damage looks like thrip damage that happened before the blooms opened fully. Pollen beetles only come after the pollen.

Actually looking at the buds more closely there are also a lot of droppings! Could there be also budworms?

It's possible but it looks more like thrips to me. If you spray the buds/blooms plus the entire plant with spinosad you will kill the thrips and the worms. On a bud that isn't open tear it open over a sheet of paper and thump it. If there are thrips you can see them on the paper and if there are worms you will be able to see them too. To kill either of them before bud opening you will have to use a systemic product.
