Different potting soils may drain relatively faster or slower, but a cycad such as a Sago-palm (Cycas revoluta) can be grown well in most average potting mixes. Of course, the container it is in should also drain properly. If you consider the potting soil to be degraded to the point that it is impeding drainage, then repot the plant removing any loose soil that easily falls away. In most cases, you do not need or want to damage the roots by removing all the soil, though in exceptional cases you could attempt to this by gently washing away the soil with a hose.
Still, the responsibility for maintaining good drainage and healthy areated soil will largely depend on proper irrigation. Water your plant deeply and then let the soil sufficiently drain and dry before watering again. You will want to aim for soil that has the moisture level of a wrung-out sponge. Maintaining somewhat dryer soil conditions will also reduce the prevalence of fungus gnats (Sciaroidea).
