Battling the Giant White Fly on my Hibiscus

Did some online snooping and so far the only thing that seems to have a consistent thumb's up is Neem oil and a little soap. Has anyone had giant white flies and won the battle short of chopping the whole thing down? I've been spraying with Neem/Soap with some luck but they don't want to go away completely. It's a cluster of tall Hibiscus and I'd hate to chop them down...:(

Neem OIl is good on contact but has a short active life span. Try Spinosad Soap as it has a much longer active life span.
