What kind of plant is this?

We moved into our house over the summer and this winter, these shrubs have clearly died. Would anyone happen to know what kind of plant this is and if I need to prune, refertilize or dig up and start over? Thank you! The curb appeal is killing me.

It looks like one of the big grasses. I would cut it back to ground level and wait and see if it grows again in spring.
