Teeny tiny white specks & mesh

We've got a raised box garden, recently built & filled and planted. Wife found these teeny tiny little white specks. That's a 1/4" drip line for size reference. There is also a fine white mesh. Got no idea what these are, or whether they're any danger. Eggs of some kind? Never seen any that tiny. We've got some white flys around there, as well as some tiny flying black thingies smaller than a pin head, that flit about and sometimes go into tiny gaps in the soil/mulch. These are only on the soil, not on the plants. So far I've found in my limited research is that most eggs are found on leaves. So I'm stumped. Appreciate any help.

The only thing I see is a couple of different types of soil fungi which are beneficial. All they are doing is breaking down organic matter into a form that plants can uptake.
