Should I remove all plants at the base?

Attached is my midnight jasmine plant. Spring is coming so it's time for pruning.

As you can see, there are new growth growing at the base of the plant. Should I remove all these?

Leave the new growth to mature but it may be an idea to prune the old growth by about half.

Thanks. I'm planning to prune the top of the plant. Below are the general pruning tips I learned from Youtube . Are there any additional tips you recommend

Tips for pruning

1) Cut criss cross branches
2) Cut branches that grow inward toward the center of the plant
3) Cut dead branches

The goal is to have all branches point outward

That sounds fine to me. :) Prune about half an inch above a leaf bud that's facing outwards to achieve outward growing branches. This applies to many plants especially roses.

This may help you Andy. Leaf buds grow from nodes, so if you can't see any at the moment prune above a node the same way.
