Penstemon seeds fail to germinate

Last year I bought penstemons seeds from what I consider a reputable suppler. I planted the seeds in a seed and cutting compost following the directions on the packet to the letter. I placed the trays of seed in a heated propergator 2 or 3 seeds germinated but failed to servive for long. I have tried again this year but the situation does not look very promising agai germination is very poor.can anyone offer advice

They need light to germinate, put them on top of the compost and then press it down with something flat to press them into, but not under it. Mist from time to time to keep damp, they can dry ou on the surface.
