Is this normal growth or should I cut it?

I've kept my Meyer lemon tree inside for the winter, but a few weeks ago placed it outside. I've noticed a lot of branches coming out of branches...kinda hard to explain, so I'll attach some pics. Trying to figure out if this is normal or should I prune them off? The arrow points to how the new leaves happen to come out at the same place another branch is coming from. Thoughts? Maybe this is normal?

Hard to tell from the pictures but if If any of those new branches are growing or grow inward (word the center of the tree) or across established up or outward branches they should be pruned out. You want branches mostly upward and outward.
