In the Northeast can you prune hedges in late winter when they are just starting to bloom?

Miloquest, what hedge plant do you have? If it is something like spirea or another flowering hedge, prune after flowering. If it is something like privet, which has a small almost unnoticeable flower, you can prune in very early spring.

Prune to a flattened pyramid shape which allows light and air to the lower branches and keeps the hedge from browning out down there.
