My garden doesn't have any soil so it would have to be in a raised bed, can I just fill the planter with compost and away I go or do I have to include layers such as cardboard, stones and top soil to plant, also would I be able to plant the: Pronto Seed Bumper Pack Grow Your Own Kit - 24 Varieties of Flowers (available at Amazon) or would I have to stick to one type of flower.

Think of it as a great big pot, people put something in the bottom to stop it getting waterlogged, but it is not essential provided you don't over water. Basically what plants do is grow, what gardeners do is make it easier for them.
No reason why you shouldn't grow different flowers together normally, but there are a few, like sunflowers, that excrete hormones into the earth that inhibit other flowers, but not all. There are some plants recognised a good companion plants for sunflowers, like basil. If you google growing a particular plant it should give you plenty of information about it.
Good luck, enjoy seeing those seeds sprout, and get on, the season is progressing.
