The chewing could be snails or slugs, check for them in the litter/mulch under the tree.
Is the wilting mainly on one side of the tree? It looks very much like verticillium wilt. This does not have a cure, but many trees recover and go on to be productive.

I would say the wilting is not concentrated on either side of the tree. Hopefully we will recover.

Should I be cutting off the affected parts of the leaves?
