Yes, soapy water/insecticidal soap are good aphid killers. Use ASAP. Always take IMMEDIATE action whenever you see harmful insects. Don't ever give the bad guys a chance to lay more eggs or reproduce.
Neem Oil is good to kill aphids IF it is fresh. Neem has a short shelf life after it has been opened. Mix 2 oz per gallon of water and use as a spray and/or a soil drench. Go ahead and try it but be very observant of the aphids to see if they die or not. Aphids are fairly easy to kill and just plain dish soap mixed at 2 tablespoons per quart of water usually gets rid of them. But get rid of them now.
I wasn't as fancy as Chuck but I put a squirt of dish soap in a misting spray bottle then filled with water. It worked but maybe not as well as castile would.
If you find a big patch when spraying your thumb will also do wonders to mash them up.
