White bugs and spikes

1)Hi. Does anyone have any idea what this is ? It is on my chilli , carrots and various other plants.

2) what are these white spikes kind off on my chilli plants please

They look like the picture I have attached. Also that brown stuff looks scary.

Do you have some Neem oil you can spray the plant down with?

You have Mealy bugs, take your water hose and blast them off the plant with a jet stream of water on top and bottom of the leaves every time you see that many. After you knock them off with the water hose give them a spray with neem like pepperhead recommends, or you can use insecticidal soap from home made remedy or buy some safesoap insecticide for the garden center. Thank you . I do have neem oil, haven’t used it before tho. Gonna give it a shot
