Parlour Palm - White Fungus(?)

Hello - the plant is in bright room away from direct sunlight.

It’s struggling for healthy growth the leaves seem quite dry and there is a white powder like substance on some leaves and on the stems. I don’t believe the plant to be over or under watered.
Any help would be great!

You have the beginning of a mealybug infestation. You can use rubbing alcohol and a cotton ball and kill them that way or the easy way by suffocating them with Neem Oil.
