What is this tree?

We inherited this tree when we bought the house. I was ready to take it out as no fruit had shown for the 3 years we lived here. I gave it fruit spikes and compost, watered it deeply but nothing. Then just as I was getting ready to take it down, a small piece of fruit was on the ground. It looked like a small lime. That was last fall. This year it flowered at the top, so I had hope for some fruit but so far, nothing. My little flip phone doesn't take great pictures,

Yep, not so good picture but if I were to guess I would say it is a loquat tree.
