What are these bugs

I am growing horseradish. 4 roots in 4 porous bags. The root grow leaves. I prune the leaves until only the biggest one remains.
Right now, 3/4 leaves are drooping,have holes, and the soil beneath them has flies.

Can you help?
What are these flies. Are they causing the damage. And how do i get rid of them?

P.s i added 3 pics of uust the plants. 1 to show you the healthy leaf vs the droopy leaf.
And the other 2 for size reference

And of course i have pics of the flies themselves.

Side note: the soil is wet.

The most likely answer is root maggot flies. Another possibility would be fruit flies although less likely as the root maggot flies are known to prefer horseradish.

Like you, I grow horseradish in a container, but I don't prune leaves like you show even though that seems to be the standard approach...but I don't have the root maggot flies either.

Keeping the area free of any decaying plant material can help. I have heard that bringing in beneficial nematodes can also help. If it were mine, I think I would try treating with a little wood ash in a shallow trench around the plant.
